2003 National Reining Horse Association
FUTURITY AND CHAMPIONSHIP SHOW
A. Entries must be RECEIVED (not postmarked) no later than November 1 for all ancillary classes held at the Futurity Show. Late entries will be accepted after November 1 with a $200 per horse/per class penalty until 12:00 noon the day prior to the scheduled class.
ENTRIES MUST BE RECEIVED, NOT POSTMARKED, ON OR BEFORE THE SCHEDULED DATES. Please Note: Postmarks will not be considered in determining timely receipt for deadline purposes.
B. Judges’ Fees. For ancillary classes run concurrently, those persons qualified may enter both classes and both entry fees will apply. ONLY the greater of the two judges’ fees will have to be paid when entering. One score will count for both classes.
C. SUBSTITUTIONS. Substitutions may be made provided the following:
· The original horse entered is injured, sick or deceased.
· The ownership of the substitute horse is exactly the same as the original horse.
The following paperwork must be sent to the NRHA Office when a substitution is necessary:
· Veterinarian certificate stating the reason the original horse is unable to
show.
· Copy of the substitute horse’s breed registration papers. For grade horses,
color pictures of all four sides of the horse must be submitted.
· Substitution fee. The substitution fee is 30% of the entry fee for that class
not including the judges’ fee or any late fees paid.
The deadline for substitutions in ancillary classes is 12:00 noon the day prior to the scheduled class. All required paperwork must be in hand and completed at that time.
D. Refunds. No refunds or credit for entry fees will be given for horses dropped or scratched for any reason after November 1. Late fees will not be refunded or credited under any circumstances. Please check your entries carefully to see that the proper entry fee AND the judges’ fee are both paid.
E. Youth. Youth classes are post entry classes and are excluded from the $200 late fee. The entry deadline is Thursday, December 4, at 10:00 a.m. Late entries will be accepted until 6:00 p.m. on December 4 and will be drawn in a group to precede the regular class as drawn.
F. Freestyle.

Each contestant must provide the show office with two
separate audio CDs of his or her selected music. Music must be provided no later than 12:00 noon on Monday,
December 1.
· Musical selections are chosen by the rider and may be combined and edited to fit the Freestyle pattern and the time requirement.
· Freestyle guidelines as printed in the 2003 NRHA Handbook will be used. Please note required minimum maneuvers and time restrictions. Time begins with entrance into the arena, beginning of the music, or the beginning of any introductions used.
· A rider may use two hands and any bit approved by the NRHA Handbook, including snaffle bits and bosals approved for use in the two handed classes.
· Practice time will be set aside for the Freestyle contestants at an appropriate time in the show schedule, and this time will be announced. The practice time will be for the purpose of coordinating sound and lighting to routines, sizing the arena for proper timing of movements to music, and adjusting the technical parts of the program for the final performance. Contestants wishing to practice without music will be allowed to do so; however, the show committee reserves the right to set and evaluate volume and quality of CD’s.
· Lighting availability will be at the discretion of show management; spotlights may be available, but will be used only with dimmed house lights and not with total blackout.
· If more than 10 individual horses are entered in the Freestyle Non Pro, show management reserves the right to hold a preliminary go on Monday, December 1 immediately following the Non Pro 2nd go, 1st section. Notice of the preliminary go will be posted in the NRHA Show Office following the close of post entries on Monday, December 1, at 12:00 noon. Horses and riders will compete without music or costume. Two hands may be used. Pattern 2 will be used, and two NRHA judges will mark the rides according to NRHA judging rules. The top 10 horses will advance to the Freestyle Non Pro class.
· Post entries for the Freestyle Non Pro class will close on Monday, December 1 at 12:00 noon and will be subject to a $200 penalty. The post entered horses will be drawn for position within the post entered group and their runs will precede the regular class as drawn.
· The Freestyle Open Invitational and Freestyle Non Pro will not run concurrently; therefore, separate entries will be required and the runs must be made twice if both classes are entered.
G. RIDER CHANGES. All rider changes should be reported to the NRHA Office. If proper notification is not made prior to November 1, NRHA will not be responsible for riders drawing up back to back or without at least two horses between them.
H. HEALTH PAPERS. The State of Oklahoma requires a negative
Coggins test within twelve months and a 30-day health certificate for horses
traveling from out of state. For
in-state horses, a negative Coggins within 12 months is required. Emergency regulations regarding specific
disease outbreaks (such as vesicular stomatitis) may require additional
information or procedures. Check with
veterinarians for proper compliance. NOTE: Oklahoma law requires show management to
view all health papers and Coggins tests.
Please be prepared to show these papers to management upon request or at
the entry office when entering and picking up entry packets.
I. Classes will be operated exclusively in accordance with NRHA rules. The NRHA Officers and Board of Directors reserve the right to interpret these rules and regulations. All decisions will be final. By way of making an entry, you are assuming responsibility for and binding the owner, rider, and/or agent to the terms and conditions of the Release and Waiver of Liability contained in the entry form or signed at the show.
A. All horses entered in the Futurity and the Futurity Show must have a stall. STALLS PAID FOR IN ADVANCE WILL BE PREASSIGNED. Stalls not paid for in advance WILL BE CHARGED AN ADDITIONAL $25 per stall. The deadline for advance payment will be November 1. Stalls needed after the November 1 deadline will have to be purchased upon arrival at the Futurity with a late charge of $25 per stall. Stalls not purchased by the deadline date will not be guaranteed space with other designated stalls. Stall assignment will be handled as follows:
· Sponsors ($500 to $1,000) will be assigned stalls first by the barn manager. Preference of location will be considered; however, overall barn use and layout will be at the discretion of the barn manager. A maximum of 20 stalls will be allowed per paid sponsor.
· Following the assignment of sponsors’ stalls, all other stall assignments will be handled at the discretion of the barn manager on a first come first serve basis.
B. Stall agents must include all horses in their group on the stall reservation form to guarantee placement as a group. Individuals requesting stalls with an agent but not included on the agent’s stall reservation form will not be placed in the designated group.
C. STALL FEES:
§ For horses entered in the show - $225 by November 1, $250 after November 1.
§ For horses not entered in the show - $275 by November 1, $300 after November 1.
§ For horses entered in a Youth class only - $50
§ For horses entered in the Horse & Rider Rookie of the Year - $0
· Stalls not paid for prior to November 1 will cost an additional $25 at the show.
· Payment must accompany stall reservation form. Reservation forms received without payment will not be accepted.
· Stall agents are responsible for payment of all stalls on their form.
· Stall reservations not postmarked before November 6 must be brought to the show office.
D. Barns will not vary in price for stall fees. Feed, hay and straw will be available on the grounds. A bedding order form is available in this publication or visit www.nrha.com allowing pre-order and delivery of bedding material.
E. Horses arriving prior to Tuesday, November 25 may be required to stall in temporary stalls until the clean up following the AQHA World Show is complete in barns 1, 2, 3, 4, 5 and 6. Horses attending the AQHA World Show may stay over, but may have to move to allow clean up in barns as necessary for barn crews. Decorations that are over, in, or blocking any aisleways during the clean up are strictly prohibited. Following clean up, horses will be required to return to the assigned stalls.
F. YOUTH STALLS. Horses entered only in a Youth class will pay a $50 stall fee. If the horse is entered in any other class, the normal stall fee will apply.
G. SALE STALLS. Stalls will be provided for horses entered in the sales in a special “Sale Horse Avenue.” Stalls in those areas for sale horses will be at no charge to the consignor. However, if the consignor wishes to stall their sale horse in an area other than their sale stall, they must pay the normal stall fee.
A. Owners and riders must be current members of the National Reining Horse Association. An explanation of membership privileges is in the 2003 NRHA Handbook. A current membership form is available from the NRHA Office or visit www.nrha.com.
B. Horses competing in any NRHA approved class must have an NRHA competition license. Transfers of ownership need to be completed by the NRHA office prior to showing. No license transfers or applications for competition license will be accepted at the horse show office.
C. OPEN CHECKS. No open checks will be accepted by mail prior to the show, however open checks will be accepted at the show.
D. All ancillary classes will have a 50% retainage of entry fees.
E. JUDGES. At least three judges will judge the Championship classes. When three judges are used, all three judges’ scores will be tallied. When five judges are used, the high and low scores will be dropped and the remaining scores will be used to tally the score.
F. DRAW. The working order will be drawn and posted on www.nrha.com and at the show. Horses entered prior to the scheduled deadline of November 1 will be drawn for position. Horses late entered after November 1 will be included in a group to precede the regular draw. No working orders will be given out by phone. Please do not call the NRHA Office for this information.
G. Prize money will be paid to the owner of
the horse as recorded at the start of the event. Appropriate tax information must be on file with the NRHA
Office. If the horse is transferred
during the show, the previous owner and the new owner must complete an
Authorization of Prize Money Payment Form.
H Saddles and trophy buckles will be awarded to the winners of each approved class. The PAUL HORN YOUTH MEMORIAL is presented to the highest scoring youth in the combined youth classes. The Memorial is perpetuated by friends and family of NRAH Hall of Famer Paul Horn, the 1973 NRHA Futurity Champion on King Jay Bar and a top Open rider in the NRHA. The winner of the Memorial will receive $500 and the placement of their name on the perpetual trophy created in Paul’s likeness. In the case of a tie for this Memorial, both names will be placed on the trophy and the $500 award will be divided equally.
I. Exhibitor passes may be purchased for $35 in the Show Office and allow entry for all performances. Tickets for individual performances are available at the box office. Box seat tickets may be purchased from NRHA.
J. Individuals will be responsible for any physical damage inflicted to property of the State Fair of Oklahoma and reimbursement must be paid to NRHA for such damage.
K. Exhibitors should adhere to regulatory signs posted by the State Fair of Oklahoma. NRHA is assessed the cost of towing to keep fire lanes open, and these charges will be passed on to the individuals violating these signs.
L. Show Management may request the services of official photographers and videographers during the event. The resulting photographs and/or videos may be used for promotional purposes at the discretion of NRHA. No exhibitor will be allowed the discretionary use of the photographers/videographers services.
M. Loose dogs will not be tolerated. Dogs are not permitted in the coliseum and must be on a leash at all times on the fairgrounds or in the barn areas. Dogs wandering into the arena, working areas or the end gate areas will be subject to confinement and owners fined prior to their release. Any dog picked up by county authorities is required to be confined for 30 days.
N. No bicycles, scooters, roller blades, skateboards, or golf carts will be allowed inside of the barns or arenas at any time. These items are a safety hazard and will be dealt with accordingly.
O. Camping area with RV hook up is available on a first come, first serve basis. Payment will be made to the Oklahoma State Fair and management of this service will be provided by same. They can be contacted at 405-948-6700.
P. No cell phones are to be used while riding in any of the arenas.
